At the time, Choi replied, "I decided to ignore the declaration of martial law, so I didn't look at the contents," but the document contained details such as △securing sufficient reserve funds as soon as possible △completely blocking the National Assembly-related budget △allocation of a budget for the national emergency legislative body. This is important evidence supporting that the declaration of martial law was intended to dissolve the National Assembly, contrary to former President Yoon's claim that it was a 'warning martial law.'
